Campus Discipline Committee

Description: The Campus Discipline committee maintains discipline and creates awareness about harmful incidents inside the campus. Members continuously monitor the campus and conduct sessions with fresh students after admission.

Student’s Mentoring Committee

Description: WGCE has a mentoring committee which observes student’s strengths and weak points. This committee supports and motivates the weak students to academic and nonacademic fields. Ten teacher educators are mentoring the students group wise. The main objective of this committee is to provide a conducive, dynamic learning environment and help the slow learner to get their highly success in final exam. The mentoring committee sits with the students after the admission is over and discusses the courses with them. A group of 10 students are assigned to a group of faculty members at the commencement of the regular classes..

Staff Monitoring Committee

Description: For overall development of the teaching & non-teaching staff, WGCE has constituted a staff monitoring committee in 2015. To develop professionally, Staff Monitoring Committee conducts various types of activities such as Faculty Development Programme (FDP), Faculty Exchange Programme, Seminar, Workshop, Webinar. The committee works for the benefit and welfare of all the staff. If anyone of the staff members faces problems or challenges, the committee tries to solve problems collaboratively. Staff mentoring committee keeps the application to the management for monetary grant (at least Rs 1500/) who seeks to present paper, to join webinar in a year for the professional development. The committee sits twice in a year annually to interact each other. The committee elects and selects one member as teacher representative to GB in two years term.

Add on Course Committee

Description: Apart from the curriculum of the B.ed course offered by Gauhati University , WGCE offers different certificate courses for the benefit of the student trainees which was started in 2020 with the regular B.ed programme. Students’ Grievance Cell (SGC)

Description: The cell looks after the complaints lodged by the students’ trainees. They can give their grievances in written format at the grievance box or can send through email to the chairperson of the cell.

  • To resolve the issues related to the students’ problems.
  • To create awareness among the students for their grievances.
  • To maintain a harmonious educational atmosphere in the campus.
  • To create a hassle-free immediate action against any grievances.
  • To redress the complaints as per requirements.

Reservation Quota Committee (RQC)

The Reservation Quota Committee (RQC) has been established to implement affirmative actions for historically disadvantaged groups, facilitating their admission into the college. The committee aims to enhance the social and educational status of underprivileged communities, thereby improving their overall quality of life. It also seeks to motivate graduates from various reserved categories to pursue admission based on available reserved seats, ultimately leading their communities towards greater success.

Reservation and Relaxation Rules for Admission

Reservation Quota

In accordance with the Indian Constitution (Articles 15, 46, 334, and 335), the Union Government and State authorities are permitted to establish reserved quotas or seats at specified percentages for education admissions, employment, political bodies, promotions, etc., benefiting "socially and educationally backward citizens."

Objectives of the Reservation Quota

  • To rectify past injustices faced by backward classes.
  • To ensure equal representation from all castes in services and admissions to various institutions under both state and central governments.
  • To provide an equal opportunity platform for all individuals, regardless of caste.

Reservation of Seats on Other Grounds

Statutory Reservation

  • Scheduled Caste (S.C.): 7%
  • Scheduled Tribes, Plains (S.T.P.): 10%
  • Scheduled Tribes, Hills (S.T.H.): 5%
  • Other Backward Classes (O.B.C. / M.O.B.C.): 15%

Note: Caste certificates must be issued by competent authorities and countersigned by the Deputy Commissioner of the relevant district. Caste certificates from students of other states are not recognized and are treated as unreserved categories.

Economically Weaker Sections (EWs)

10% of seats are reserved for Economically Weaker Sections (EWs) in the B.Ed. course. These seats are in addition to the total intake capacity for each academic program, prior to the implementation of EW reservations starting from the 2019-2020 academic session.

Eligibility Criteria for EWs
  1. Individuals not covered under existing reservations for Scheduled Castes, Scheduled Tribes, or OBC/MOBC, with a family income below ₹6.00 lakh, are identified as EWs.
  2. Individuals whose families own or possess certain assets are excluded from EWs, regardless of income.
  3. Income and asset verification must be certified by an officer not below the rank of Circle Officer.

Differently Abled

3% of total seats in all academic programs are reserved for differently abled individuals/persons with benchmark disabilities.

Applicants under this category must submit a Medical Certificate issued by the Joint Director of Health Services of the district, verified by the Senior Medical Officer, Dibrugarh University.

The committee, along with its members, makes all decisions regarding admissions into the two-year B.Ed. program in accordance with the established reservation quotas and the regulations set by Gauhati University.

Anti Ragging Committee (ARC)

This committee is formed to monitor any acts done by senior students inside the college. This cell regularly focuses on any misconduct that affects the academic atmosphere of the institution. The main function of this cell is to prevent any rowdy or undisciplined activities done by senior students that disturb freshers.

Objectives

  • To eliminate ragging in the institution.
  • To inculcate a ragging-free culture inside the institution.
  • To ensure the implementation of preventive measures against ragging inside the college.
  • To prevent any acts that affect physical and mental health.

Purposes

The cell will monitor and supervise the campus after the admission of the new session. They will frame and design strategies for stopping ragging inside the college. The cell will take an action plan by adopting different rules to stop any types of abuses that are dangerous or harmful to health.

Powers of the Cell

The members of the cell can take actions against students who indulge in ragging, such as:

  • Expelling the student from the college.
  • Withdrawing the scholarship of the accused students.
  • Debarring the indulged students from examinations.
  • Filing an FIR with local police against those involved in ragging.

Academic Monitoring Cell (AMC)

The cell takes charge of planning and implementing different academic activities in the institution. The cell is responsible for conducting unit tests, term-end examinations, and analyzing the evaluation of each student. If a student does not show good performance, they can organize remedial classes from time to time.

Objectives

  • To conduct regular meetings before the exams and after the results of each exam.
  • To provide guidelines to the faculty members as required.
  • To review the academic environment from time to time.
  • To create an anxiety-free examination atmosphere among the students.
  • To conduct various academic activities (seminars, workshops, guest lectures, motivational sessions) throughout the year for the benefit of students and teachers.

Purposes

This cell uplifts the systematic procedure in the academic arena. It analyzes from time to time whether the institution is effectively implementing co-curricular activities. The cell is concerned about students’ progress and reviews all academic activities (theory and practical) regularly. The cell also monitors the functions of different cells (anti-ragging cell, grievances cell) and maintains records of the documents of the organized progress.

Remedial Coaching Committee

West Guwahati College of Education has a Remedial Coaching Committee to improve academic skills among students in various subjects to provide a stronger foundation for their teaching process.

Aims and Objectives

  • To improve the academic skills of the students in various subjects.
  • To identify the weak points in the level of comprehension of basic subjects to provide a solid foundation for further academic work.
  • To strengthen students' knowledge, skills, and attitudes in subjects.
  • To enable students with the latest technologies of the 21st century.
  • To provide more individualized instructions based on the specific requirements of a student rather than full class instruction.

Support Provided

Students who have poor academic performance are identified based on internal assessment and university examinations. This committee provides extra assistance to students who are lagging behind the rest of the class in areas such as language, ICT, mathematics, psychology, and teaching practices. Special attention is given by furnishing micro notes and small learning modules for those weak students within a flexible time frame.

For remedial teaching, additional sessions are provided for them before and after regular class hours and on holidays.

Admission Committee

The admission process is a vital part of the management system of the college. The management committee frames the committee to run the B.Ed program smoothly and efficiently every academic year to oversee the admission of students. The committee members focus on the following functions during the admission period. This committee is responsible for the periodic review of admissions policies and practices and adopting any necessary revisions.

Functions of Admission

  • To prepare the merit list and waiting list after receiving data through Google Forms following the declaration of the B.Ed result from Gauhati University.
  • To offer counseling on the program's due contents offered by the college.
  • To give priority to merit and maintain reservations as directed by the university after scrutinizing the forms.
  • To decide on concessions as stipulated by the management.
  • To guide students and parents in making effective decisions.
  • To guide admitted students to complete the admission procedure, such as paying fees, getting roll numbers, selecting method subjects, obtaining ID cards, taking self-declaration forms, and fulfilling eligibility criteria.
  • To submit the admission list to the concerned authorities for approval.

Examination Committee

The examination committee of West Guwahati College of Education plays a crucial role in conducting internal, external, and unit tests as per the norms of Gauhati University. The committee is dissolved at the end of every academic year, and a new committee is formed at the beginning of the consecutive year.

Functions and Duties of the Examination Committee

  • To prepare the timetable for internal and unit test exams in advance.
  • To inform the student trainees about the exam timetable in advance.
  • To prepare the duty list of examiners for the aforementioned examinations.
  • To collect the question papers for the examinations from the respective teachers in advance.
  • To allot the exam halls for conducting exams.
  • To collect the answer scripts and distribute them among the respective teachers.
  • To declare the results on time.
  • To address any complaints or grievances from students.

Students Council

West Guwahati College of Education sets a date after new admission for the student council. For the formation of the students’ council, WGCE asks the students about their concerns and opinions about the institute. WGCE provides opportunities for leadership and gives scope to lead responsibilities in various activities officially. The following are the ways in which the student council plays a proactive role in WGCE:

  • Identifies the problem.
  • Helps in solving the problems encountered by students in the institute.
  • Raises their voice in academic activities.
  • Organizes various activities and projects.
  • Enhances the academic experience.
  • Supports for development.
  • Involves other students in purpose-oriented activities.
  • Leads every individual to get their education with self-respect.
  • Reflects and interprets the student’s viewpoint honestly.
  • Creates harmonious relationships among the student body, faculty, and administration.
  • Provides a viable means for student expression and increasing self-direction.
  • Stops ragging within campus.
  • Increases students’ involvement and college pride.
  • Contributes to the educational experiences in the institution by providing positive involvement.

The students' council is a forum for student opinions, interests, and desires so that these are understood by the entire student body, faculty, and administration. It keeps the college environment healthy and well-functioning and is responsible for conducting various programs like cultural events, sports, and community programs. It serves as a platform for students to raise their voices, share ideas, and interact.

As per the direction of the Governing Body of the college, every year class representatives are elected by the students. Class Representatives (C/R) (both boys and girls) work with the IQAC cell to organize various seminars, lectures, tasks, orientation programs, tree plantation, field trips, community programs, door-to-door campaigns, and the annual magazine.

The students’ council is the representative body of the entire student community of WGCE. Its mission is to encourage and promote values that represent good character in all students and build responsible leaders within the students’ community.

The committee members go to the class and call for applications from students for C/R posts and conduct elections in the class, announcing the results immediately. The elected candidates represent the class as class representatives (C/R), and other secretaries of different sections are also announced. After the election, the principal and other faculty members in charge of different sections conduct personal interviews of the elected secretaries, discussing their roles, duties, and responsibilities for the following two years in peace and harmony. An undertaking is issued to different portfolios, countersigned by the in-charge, to the elected/selected members of the students’ council.
